The perfect storm - a moment for decarceration

چکیده
The metaphorical use of the term ‘perfect storm’ has been applied to the conditions that led to a decrease in the level of incarceration for children in England and Wales in the 1980s. The three main factors seen as contributing to this reduction were; the prevailing economic conditions that exposed the spiralling cost of incarceration, a pragmatic political administration that became receptive to professional bodies in criminal justice organisations with practice and research expertise, and a radical, organised set of practitioners, passionate about the abolition of custody as a response to criminal behaviour by children and young people. This paper examines contemporary political, economic and other factors (both local and global) in order to make comparisons with those factors experienced in the early 1980s and to consider whether the reduction in custody rates achieved in the 1980s might also be a consequence of the changes in penal policy currently being formulated. More generally, it asks how these changes in ‘penal policy’ might impact on criminal justice practice with children and young people. The constitutive conditions for such a perfect storm discussed in the paper include the ‘global recession’ and associated ‘austerity measures’, and policy initiatives from the Home Office and the Ministry of Justice. These are treated speculatively, considering them in the light of contemporary understandings of the social constructions of youth and anti-social behaviour, as well as within wider discourses, such as those surrounding the notion of globalisation. Decarceration here is contextualised within the wider concept of deinstitutionalisation.

The adoption and use of digital forms of direct-to-consumer advertising (also known as “eDTCA”) is on the rise. At the same time, the universe of eDTCA is expanding, as technology on Internet-based platforms continues to evolve, from static websites, to social media, and nearly ubiquitous use of mobile devices. However, little is known about how this unique form of pharmaceutical marketing impa...

In this paper a destriping technique is proposed for pushbroom-type satellite imaging systems. This technique is based on Moment Matching algorithm and assumes a linear response for each detector of imaging system. In the most of the works in this field, the offset parameter in detectors’ response is neglected and images are corrected using only an estimation of gain parameter. Proposed m...

Many demands are currently placed on online learning in higher education. While we may not realise it, we have entered the perfect electric storm, where technology, the art of teaching, and the needs of learners are converging. As such, this paper explores dozens of emerging learning technologies that are generating waves of new opportunities in online learning environments. In addition, this m...

A storm that was three storms rolled into one, and more powerful than any in recorded history, hit the Atlantic Ocean coast near Gloucester, Massachusetts, in October 1991. It was formed when Hurricane Grace collided with two strong storm fronts, forming what has become known (through a book and a popular movie) as the “Perfect Storm.” This extraordinary storm whipped the sea to insurmountable ...

*Ensemble Kalman filter (EnKF) is an emerging advanced method that can be applied to storm-scale atmospheric data assimilation. Since its rather successful use in observation system simulation experiments (OSSEs, e.g., Snyder and Zhang 2003; Zhang et al. 2004; Tong and Xue 2005; Xue et al. 2006) at the convective storm scale, much efforts has been made to apply it to real cases (Dowell et al. 2...
